If you’re armed with a handgun or a long gun in a self-defense scenario, keep the knee down and lean the gun and one eye out past the cover to take the shot(s). Keep as much of your body as possible behind cover. The knee down also gives you a leverage point.
The knee up position applies mainly to long guns, not handguns, and is an issue of stability. If you need to shoot a long distance, you can use the knee that is up to lean your strong-side arm on and stabilize it so you can make a precise shot at distance.
